Neil Marshall is an attorney-at-law, educator, and community advocate with deep, generational roots in St. Philip. With family ties spanning four generations, his perspective on development and representation is firmly grounded in continuity, balance, and local identity.
Educated at Coleridge & Parry School, the University of the West Indies, the University of Manchester, and the Hugh Wooding Law School, Neil brings academic rigour and professional discipline to public service. He has served as a Justice of the Peace and on statutory boards including the National Insurance Scheme and the Urban Development Commission.
As a lecturer and tutor in Politics and Government, Neil has contributed to civic education and national understanding. His vision for St. Philip centres on balanced development— ensuring economic growth benefits residents while respecting the parish’s rural character.
He advocates for responsible coastal and commercial development, support for local entrepreneurs, and the strengthening of community and sporting organisations as tools for cohesion and crime reduction.
